Watchdog: Canada-US security agreement threatens privacy

The perimeter security deal puts the personal information of Canadian s at risk because in some cases it allows the United States to pass that data to other countries without permission, says the federal privacy watchdog.

A newly published agreement on how information will be handled under the Canada-U.S. security pact means personal details about Canadians could be sent to a country with a poor human rights record, said Chantal Bernier, assistant privacy commissioner.

The principle on sharing information ? included in a 12-point Canada-U.S. privacy charter made public Thursday ? falls short of the standard recommended by the federal commission of inquiry that examined the Maher Arar torture case, Bernier said. ?We were hoping for greater control for Canada on the personal information it holds.?

Bernier said the principles contain some fundamental building blocks of good privacy practice, but expressed concern that the principles are non-binding.

The deal was reached last year to help smooth the passage of travellers and cargo across the border while beefing up continental security.

Its most contentious element could be a plan to exchange entry information collected from all persons at the border.

The principles say Canada or the United States may transfer information received from the other to a third country in accordance with international agreements and arrangements.

In the absence of such ?international agreements and arrangements,? the U.S. must inform Canada prior to the transfer, or ?as soon as reasonably possible? afterward in urgent circumstances in such cases.

WIMBLEDON, England (AP) ? While watching Serena Williams come from behind at Wimbledon, older sister Venus sat in the front row stifling a yawn.

Nothing to worry about.

Venus was correct ? barely. Serena hit a Wimbledon-record 23 aces, held every service game and narrowly escaped an upset bid by Zheng Jie, winning 6-7 (5), 6-2, 9-7 in the third round Saturday.

Williams, who erased all six break points she faced, served three times to stay in the match and held each time at love. She was pushed to deuce serving in the final game but closed out the victory with a volley winner, then hopped in glee on the Centre Court grass.

"I just wanted to get through that match," Williams said. "The last thing I wanted to do was lose."

The 5-foot-4? Zheng, seeded 25th, played with little flash but plenty of consistency, committing just 17 unforced errors. She hung in the match despite hitting only one ace.

Venus Williams ? a five-time champion who lost in the first round ? may not have been concerned, but Serena looked plenty worried. She rocketed a return to break for an 8-7 lead in the final set, then showed how much she wanted to win, throwing back her head and letting out a long scream.

Williams has been stalled at 13 Grand Slam titles since winning Wimbledon for the fourth time in 2010, and dealt with a series of health issues in 2010-11.

Her next opponent will be unseeded Yaroslava Shvedova of Kazakhstan, who won all 24 points in the first set ? a so-called "golden set" ? and beat French Open runner-up Sara Errani 6-0, 6-4. It's the first known golden set by a woman in the Open era, the International Tennis Federation said, and the BBC showed a highlight package of all 24 points.

Williams will face Shvedova on Monday.

"Hopefully I'll be able to win a point in the set," Williams said. "That will be my first goal, and then I'll go from there."

Defending champion Petra Kvitova, No. 2-ranked Victoria Azarenka and former French Open champions Ana Ivanovic and Francesca Schiavone also reached the fourth round.

Lukas Rosol, who stunned two-time champion Rafael Nadal in the second round, flopped in his follow-up, losing to No. 27-seeded Philipp Kohlschreiber 6-2, 6-3, 7-6 (6).

"I knew that this can happen," said Rosol, a Czech ranked 100th. "I was thinking only just to don't sleep and open eyes again and play good tennis."

Three-time runner-up Andy Roddick failed to convert two set points in the second set and lost to No. 7-seeded David Ferrer 2-6, 7-6 (8), 6-4, 6-3. Fellow American Mardy Fish, playing in his first tournament since undergoing a procedure on his heart in May, beat David Goffin 6-3, 7-6 (6), 7-6 (6).

Qualifier Brian Baker, an American mounting a career comeback from reconstructive elbow surgery, continued his surprising run by beating Benoit Paire 6-4, 4-6, 6-1, 6-3.

"It is crazy, kind of, what's going on," said Baker, ranked 126th. "I'm still trying to stay focused on the task at hand and not get too wrapped around it. Because once you do that, I think it's tough to be able to play your best."

No. 5 Jo-Wilfried Tsonga swept Lukas Lacko 6-4, 6-3, 6-3 and next faces Fish.

On a sunny, windy afternoon, the retractable Centre Court roof was open after being closed all day Friday, and the breeze that had Williams' skirt flapping might have contributed to her slow start. She struggled with her returns, and several times shanked serves by Zheng that barely reached 100 mph.

Williams didn't have a break-point chance in the first set, and every point Zheng won in the tiebreaker came on an error by her opponent, including two mishit returns.

"I thought, 'Serena, just relax and be calm,'" Williams said. "I felt good. I never felt like I was going to lose this match."

Williams briefly locked on Zheng's serve in the second set, sweeping the final 13 points to even the match.

In the last set, Williams overcame a love-40 deficit to hold for 2-all. Two games later, when she bounced a kick second serve over her opponent's head for an ace, Zheng managed a laugh.

Later in the set Williams won 14 consecutive service points, including three aces in one game to reach 7-all. She held 18 times and lost only 18 of 98 service points.

"It's a tough match, because she has big serve," Zheng said. "It's very difficult against her on the grass court."

Cuban state company Labiofam added four manufacturing plants this year that are expected to crank out 1,700 tons of bio-plaguicides and bio-fertilizers, Granma reported.

Grupo Empresarial?Labiofam?expects to manufacture 1,280 tons of bio-insecticides and 470 tons of bio-stimulants and bio-fertilizer this year, all for domestic agriculture.?The output of the new plants is expected to curb imports by up to 15 percent, according to company officials.?

Cuba has made systematic efforts to replace chemical products in agriculture with domestically-made biotech products.

Labiofam?s bio-plaguicides, such as Griselesf, Bactivec, Fitomas and Biorat, are also being used and manufactured in Brazil, Nicaragua, Ghana and Tanzania.

HK stock market in venture with Chinese exchanges

HONG KONG (AP) ? Hong Kong's stock exchange operator said Thursday it's setting up a joint venture with mainland Chinese bourses to develop new products as it seeks to raise competitiveness and strengthen ties with markets in the world's second biggest economy.

Hong Kong Exchanges and Clearing Ltd. said it is teaming up with stock exchanges in Shanghai and the southern boomtown of Shenzhen. Each bourse will invest 100 million Hong Kong dollars ($13 million) in the venture, which will be set up within three months.

The new company will develop a series of benchmark stock indexes covering big Chinese companies listed on the three exchanges. Then it will develop new equity index futures and options based on these indexes for trading on Hong Kong's derivatives market.

Hong Kong is a semiautonomous region of China with its own financial system and currency. There has been little cooperation between stock markets in Hong Kong and mainland China until now.

Thursday's announcement is one of several measures aimed at boosting Hong Kong's economy that come ahead of Chinese President Hu Jintao's visit for weekend ceremonies marking the 15th anniversary of the end of British colonial rule. Earlier Thursday, China's Ministry of Finance said it was issuing 23 billion yuan ($3 billion) in sovereign bonds in Hong Kong. The day before, China's cabinet announced measures to boost yuan trading in Hong Kong and encourage mainland companies to invest abroad with Hong Kong partners.

The new venture between the stock exchanges will help promote the development of China's capital markets and the internationalization of the three exchanges, Hong Kong Exchanges and Clearing said in a statement.

It is the latest step by the stock market operator to shift into new markets and classes of financial products as growth slows from its traditional equities business.

Earlier this month, the company said it would buy the London Metal Exchange, the world's biggest metal trading market, for $2.2 billion.

Chief executive Charles Li has outlined plans to expand into commodities to capitalize on China's voracious appetite for that raw materials that fuel its strong economic growth.

Hong Kong Exchanges has also been trying to promote yuan-denominated listings as China promotes the use of its currency abroad. But activity has been slow, with only one listing so far.

What Silicon Valley can learn from Mother Russia

Imperial tax records mined for ingredients of successful start-ups

EVANSTON, Ill. ? Venture capitalists deciding whether to fund a new start-up could learn a thing or two from imperialist Russia. A new analysis of relationships among Russian entrepreneurs during the economic boom of the late 1800s and early 1900s reveals that the most successful teams were a mix of outgoing, gregarious networkers and cohesive, insular types.

Those ventures may have been trading in beets, barley and burlap, but they still hold lessons for doing business in the digital era. When investigating a potential start-up, investors should consider the mix of founding members in addition to each individual?s credentials, Brandy Aven, an expert in organizational behavior and theory at Carnegie Mellon University in Pittsburgh, reported June 20 at the International Conference on Network Science.

Entrepreneurship research tends to focus on the characteristics of individuals when examining winning ventures; there?s little research on teams and even less consensus on what makes for success, Aven noted. Members of tight-knit, cohesive teams tend to have a lot of trust and share knowledge and information well. But these dense little groups may have fewer outside contacts and miss opportunities. Teams of brokers ? people with wide and varied contacts ? have a lot of access to new information and opportunities, but may lack trust and solidarity.

To get at whether all-broker or nonbroker teams fare better, Aven turned to data from late imperialist Russia, when both railroads and population were expanding and there was explosive growth in private enterprise and industrial output. To best tax this burgeoning economy, the czarist state began gathering data on all partnerships and joint-stock companies. Those contracts were later digitized by legal historian Thomas Owen, an independent scholar affiliated with Harvard University. These data included information on industry sector, including mining, manufacturing, finance, railroads, textiles, beets and malt. Contracts also revealed team size and membership, where the firm was located and how much capital it had raised.

Aven and Henning Hillmann of the University of Mannheim in Germany used this data gold mine to trace the relationships among team members for 2,053 Russian firms founded between 1869 and 1913. The teams that raised the most capital turned out to be functionally diverse ? some members had connections with a lot of outside people, and some members were from networks that were cohesive and tight-knit.

?All things being equal, if I have two firms to choose between, I should go with the one with more diversity,? said Aven.

People tend to think that brokers have all the advantages: They are very good at finding and using new stuff ? and at making money, said Ron Burt, an expert in networks and behavioral science at the University of Chicago. ?But once you are trying to get an operation running, closed can be better.?

By the time I knew him, my mother?s eldest brother Esmond was emphatically a supporter of the UNP. Soon after I was born he had been sent to New York by Sir John Kotelawala, to negotiate the entry of Ceylon into the United Nations, and family legend had it that it was the charm displayed by him and his wife that finally ensured our admission. Until then the Soviet Union had opposed this, on the grounds that we were still a colony, with the British still having troops here. But, long before Mr Bandaranaike came into power and asked them to leave, Esmond had succeeded in averting a Soviet veto, in terms of a compromise that saw the admission also of other countries that had been disputed.

Esmond was by then seen as Sir John?s right hand man, or rather one of them, for that wily old bird made use of several capable people. But none of them was able to prevent his shattering defeat in 1956, when he led his party to an election called prematurely. Blaming him however would be wrong, for a clear reading of what happened that year suggests that he was forced into calling an election he did not want, and contesting it on a platform he abhorred. Or, rather, blaming him alone ? he cannot escape all responsibility for allowing such a situation to arise, and letting himself be carried along by it, a practice that has been followed since by many other Sri Lankan leaders.

What happened was that Mr Bandaranaike had been campaigning to make Sinhala the official language, as part of his policy of empowering the common man. Unfortunately he did not make the same claims on behalf of the common Tamil people, but that was perhaps part of his understanding that the appeal of his party was confined to majority Sinhala areas. Initially at any rate, anti-Tamil rhetoric was not part of his agenda, his opposition being primarily to the English speaking elite.

The UNP saw which way the wind was blowing, and decided that they too wanted to change official language policy. Sir John however, appreciating perhaps the contribution of northern voters to the UNP, made a speech in Jaffna in which he announced that his party would make both Sinhala and Tamil official languages. This unfortunately roused the anger of the chauvinist wing of his party, and they demanded that he retract.

The Daily News yearbook has a graphic account of what happened then. The critique there of what the UNP did makes no bones about the role played by the wing that was to inherit the UNP, at any rate in the short term after Sir John withdrew in disgrace after his electoral defeat. The implication is that, at that stage at least, Lake House knew who exactly was to blame for the debacle.

What happened was that, following Sir John?s speech in Jaffna, the UNP sessions held early in 1956 in Kelaniya repudiated the policy he had enunciated, and instead voted to declare that the UNP too wanted Sinhala only. Furthermore, they decided that Parliament should be dissolved and that the party should seek a fresh mandate immediately to implement this policy. Tamil members of the UNP argued against it, and when they were defeated many resigned.

The campaign naturally then became racist in tone, with both the UNP and the MEP (the coalition led by Bandaranaike?s SLFP which contained elements more chauvinist than he was himself) competing with each other to win the Sinhala vote. Naturally Tamils throughout the country were appalled. In the North they voted en masse for the Federal Party, which had been roundly defeated by the UNP and its ally the Tamil Congress at the previous election, in 1952. In the south they turned to the left, which explains how the LSSP did much better than the UNP, which not only lost its parliamentary majority, but failed even to lead the opposition.

Sadly, the details of what happened in 1956 are long forgotten, and Mr Bandaranaike looms large in the collective memory as the villain who single-handedly created communal chaos. The role of his rivals, competing to raise the racist temperature ? a practice followed since then by all major political parties ? has long been forgotten.

And they did not stop there. After Sir John resigned, the UNP was in effect led by J R Jayewardene, even though he had lost his parliamentary seat. This was Kelaniya, where the sessions were held and where I have no doubt he did his bit to ensure that Sir John had to eat his words regarding parity of status for the two languages. The two of them loathed each other, since Sir John held J R largely responsible for the palace coup whereby he had been passed over for the Premiership when D S Senanayake died and Dudley Senanayake was appointed instead; and J R, who had hoped to succeed when Dudley suddenly resigned, was deeply upset when Dudley himself recommended that Sir John replace him.

What role if any Esmond played in all this I do not know. By the eighties, when I used to discuss politics with him seriously ? or relatively seriously, for he had an irrepressible sense of humour, and sometimes I wasn?t sure whether he really meant what he said, as when he suggested that N G P Panditharatne might be the best successor to J R ? he was very definitely a J R votary. And I knew that he had been closely associated with J R in the sixties too, when Dudley Senanayake had first fallen out with J R and also with Esmond.

But there were those in between years in the fifties when Dudley Senanayake had repudiated J R and opted for Sir John, and Esmond had served the latter faithfully. And certainly, when tensions began to appear in the UNP over language policy, Esmond?s entire upbringing would have made him likely to approve of Sir John?s more pluralistic approach. Given the manner in which the Daily News handbook summed up the events of 1956, even if Esmond did not interfere with the account penned by his staff, I don?t supposeLakeHouse, which he in effect ran in those days, would have presented an interpretation which he would have deplored.

Why then did he subsequently devote himself so thoroughly to J R? It is a conundrum that must be considered at length, for it went so thoroughly against everything his family stood for, as exemplified most prominently by Lakshman?s unsparing critique of the racism that reached such monstrous proportions as the years went on. Here I can only mention Lakshman?s description of his decision to come back toSri Lankajust before that momentous period, after he had become a priest and was happily engaged in a Ministry in the deprived East End of London, and pondering marriage to an English girl.

Esmond, he said, had advised him, on one of his flying visits through London, to come back quickly, for dramatic changes were going to take place soon. If he didn?t, he would find himself left behind in a different world, unable to make the transition if he did return later.

Lakshman never regretted his decision to come back, though years later when I met the girl he might have married ? who came to my 50^th birthday party, 20 years after Lakshman himself had died ? I could understand how difficult it had been. But once he had come back, Lakshman did not swerve from the world view with which he had started, encompassing a patriotism based on inclusivity. Sadly, his much more experienced older brother was unable, in the political turmoil that resulted, to resist the blandishment of different sirens.

Issue Viewing Character

Alright, not sure if this is the right place, but I figure it is the HELP section. If I get chastised for asking here erroneously, something is wrong. Anywho, as I said above, I'm having trouble with everyone being unable to view my character - myself included. I believe the main part of the issue is that I included an apostrophe ['] in the last name - That being, O'Reilly. I'm working on the assumption that there isn't coding in place to substitute or alter the apostrophe into something functioning for a webpage name, which is therefore preventing a viable link from being created to view the character. I can still access the character's information by editing, since that uses a character ID rather then name, but still, since I can't change the name, no one else can see it. I've used OOC for the moment to share the character around, and would be happy with a simple name change fix, but I figure this is something that should probably be addressed to some degree.

If I'm in the wrong place, I apologise, and would be grateful for a redirection. Additionally, the above is a hypothesis, not a fact - It's quite possible the character won't load for other reasons. Anywho, there's no real rush, but a response would be pretty cool to know what the plan and such is. Either way, I thank you for looking into my inquiry, and hope it doesn't cause too much trouble.

Boosting blood system protein complex protects against radiation toxicity

ScienceDaily (June 24, 2012) ? New research in Nature Medicine shows that boosting a protein pathway in the body's blood making system protects mice from otherwise fatal radiation poisoning.

Scientists in the multi-institutional study -- posted online by the journal on June 24 -- say their findings open the potential for new treatments against radiation toxicity during cancer treatment or environmental exposures -- such as in a nuclear explosion or accident.

By identifying a target-specific intervention to protect the hematopoietic system against radiation toxicity, the study addresses a largely unmet challenge, according to the researchers.

"These findings suggest that pharmacologic augmentation of the activity of the Thbd-aPC pathway by recombinant Thbd (thrombomodulin) or aPC (activated protein C) might offer a rational approach to the mitigation of tissue injury and lethality caused by ionizing radiation," the scientists write in their manuscript. "Recombinant human aPC has undergone extensive clinical testing in patients, and recombinant soluble human Thbd is currently being investigated for efficacy in antithrombotic therapy in humans. Our data encourage the further evaluation of these proteins for their radio-mitigating activities."

The study reveals a previously unknown function of the Thbd-aPC pathway in radiation mitigation. The pathway is normally known for its ability to prevent the formation of blood clots and help the body fight infections. The researchers found the pathway helps blood cells in the bone marrow recover from injury caused by radiation exposure. They demonstrated that pharmacologic boosting of this pathway with two drugs tested for the treatment of thrombosis or infection (recombinant Thbd and aPC respectively) can be used in mice to prevent death caused by exposure to lethal doses of radiation.

In all instances of treatment with recombinant soluble Thbd or aPC, the result was accelerated recovery of hematopoietic progenitor cell activity in bone marrow and a reduction in the harmful effects of lethal total body irradiation. When treatment was with aPC, these benefits occurred even when treatment was delayed for 24 hours.

The scientists caution their study involves early laboratory research in mice, so it remains to be tested how the findings may translate to human treatment. Researchers also need to determine exactly why the protective function of the targeted Thbd-aPC protein pathway seems to work so well in mice.

Researchers noted that the protective benefits of Thbd-aPC occurred only in vivo in irradiated mouse models. The researchers reported that overexpressed Thbd in irradiated laboratory cell cultures did not offer the same protective benefits, as the cells did not survive. This indicates the protective benefits of Thbd on blood making cells in irradiated mouse models depends on the help of additional cells or molecules in the body, which the researchers are trying to identify in a follow-up study.

The study involves extensive multi-scientist collaborations that combined previously independent lines of research by groups at Cincinnati Children's Hospital Medical Center and the University of Ulm, Germany (led by Hartmut Geiger, PhD, Division of Experimental Hematology/Cancer Biology and the Department of Dermatology/Allergic Diseases); the University of Arkansas, Little Rock (led by Martin Hauer-Jensen, MD, PhD, Division of Radiation Health, the College of Pharmacy and the Central Arkansas Veterans Healthcare System); the Blood Research Institute in Milwaukee, Wis. (led by Hartmut Weiler, PhD); and The Scripps Research Institute in La Jolla, Calif. (led by John H. Griffin, PhD, Department of Molecular and Experimental Medicine).

The research team said the current study exemplifies a global shift to multi-investigator projects that allow a combination of varied expertise by scientists tackling complex problems from the perspective of their respective fields. This approach requires the willingness of investigators to share unpublished data and engage in an open collaboration. The researchers also said the study underscores the importance of continued federal funding for leading edge basic research that can benefit human health.
