Smell the potassium: Surprising find in study of sex and aggression-triggering vomeronasal organ

The vomeronasal organ (VNO) is one of evolution's most direct enforcers. From its niche within the nose in most land-based vertebrates, it detects pheromones and triggers corresponding basic-instinct behaviors, from compulsive mating to male-on-male death matches. A new study from the Stowers Institute for Medical Research, published online in Nature Neuroscience on July 29, 2012, extends the scientific understanding of how pheromones activate the VNO, and has implications for sensory transduction experiments in other fields.

"We found two new ion channels?both of them potassium channels?through which VNO neurons are activated in mice," says Associate Investigator C. Ron Yu, Ph.D., senior author of the study. "This is quite unusual; potassium channels normally don't play a direct role in the activation of sensory neurons."

Humans have shrunken, seemingly vestigial VNOs, but still exhibit instinctive, pre-programmed behaviors relating to reproduction and aggression. Scientists hope that an understanding of how the VNO works in mice and other lower mammals will provide clues to how these innate behaviors are triggered in humans.

The VNO works in much the same way as the main olfactory organ that provides the sense of smell. Its neurons and their input stalks, known as dendrites, are studded with specialized receptors that can be activated by contact with specific messenger-chemicals called pheromones, found mostly in body fluids. When activated, VNO receptors cause adjacent ion channels to open or close allowing ions to flood into or out of a neuron. These inflows and outflows of electric charge create voltage surges that can activate a VNO neuron, so that it signals to the brain to turn on a specific behavior.

In 2002, as a postdoctoral researcher at Columbia University, Yu was a member of one of the first teams to find that VNO receptors rely heavily on a calcium channel called TRPC2. But there were hints that VNO neurons use other ion channels too; and in a study reported last November in Nature Communications, Yu's team at Stowers, including first author SangSeong Kim, Ph.D., a postdoctoral researcher, found evidence for the role of a chloride-specific channel, CACC.

In the new study, Yu, Kim and their colleagues looked for VNO potassium channels, which admit positively charged potassium ions. They began by setting up whole-cell patch clamp tests, in which tiny electrodes measure the net flow of charged ions through the membranes of neurons in a slice of mouse VNO tissue. To determine the contribution of potassium ions to these currents, they replaced the potassium ions in the neurons with chemically similar cesium ions, which cannot get through potassium channels. When these potassium-depleted VNO neurons were exposed to pheromone-containing mouse urine, the usual net inward flow of positive charge was significantly greater than it had been when the neurons contained potassium.

That and other experiments with the VNO tissue slices suggested that potassium ions normally flow out of VNO neurons through potassium channels when a VNO receptor is activated. This was not completely unexpected; neurons typically have a greater concentration of potassium ions inside than outside, leading to an outward flow when potassium channels are opened. The outward flow originates mostly from the main bodies of neurons and helps reset neurons to a resting state voltage. However, in the VNO neurons a strong outward flow of potassium also occurred within the dendrites, directly countering the inward flow of positive ions that would activate the neurons. "It seemed a bit bizarre that such an important system would work against itself in this way," Yu says.

The team was able to zero in on the two potassium channels responsible, which are known as SK3 and GIRK. But when they set up experiments to evaluate these channels not in VNO tissue slices but "in vivo"?in the working VNOs of live mice?they found a very different result: On balance the potassium channels now sent potassium ions in the inward direction. In fact, these two newly discovered channels seemed to account for more than half of the VNO-activating current.

This inflowing-potassium phenomenon is known to occur in another type of sensory neuron, the sound-sensitive cochlear hair cell, whose external environment contains relatively high levels of potassium. "This made us wonder whether the VNO also has a high level of potassium in the fluid surrounding its dendrites," says Kim.

It does. It turns out that the standard preparation of tissue slices for the initial patch-clamp experiments had washed away that naturally high concentration. The resulting low concentration had misleadingly caused potassium ions to be sucked out of VNO neuron dendrites when the SK3 and GIRK potassium channels were opened. "It's a cautionary tale that shows the importance of doing in vivo experiments," Yu says.

The finding that potassium channels contribute to the primary activation of the VNO could be a clue to the origins of the organ. "We speculate that the VNO may have evolved to have a high extracellular concentration of ions, as well as multiple ion channels, so that it remains functional even when it comes into contact with various ion-rich bodily fluids," Yu says. "The diversity of signaling pathways perhaps make it more robust in triggering innate behaviors."

Brain development delayed in ADHD, study shows

ScienceDaily (July 30, 2012) ? Is attention-deficit/hyperactivity disorder (ADHD) due to a delay in brain development or the result of complete deviation from typical development? In the current issue of Biological Psychiatry, Dr. Philip Shaw and colleagues present evidence for delay based on a study by the National Institutes of Health.

The cerebral cortex is the folded gray tissue that makes up the outermost portion of the brain, covering the brain's inner structures. This tissue has left and right hemispheres and is divided into lobes. Each lobe performs specific and vitally important functions, including attention, thought, language, and sensory processing.

Two dimensions of this structure are cortical thickness and cortical surface area, both of which mature during childhood as part of the normal developmental process. This group of scientists had previously found that the thickening process is delayed in children diagnosed with ADHD. So in this study, they set out to measure whether surface area development is similarly delayed.

They recruited 234 children with ADHD and 231 typically developing children and scanned each up to 4 times. The first scan was taken at about age 10, and the final scan was around age 17. Using advanced neuroimaging technology, they were able to map the trajectories of surface area development at over 80,000 points across the brain.

They found that the development of the cortical surface is delayed in frontal brain regions in children with ADHD. For example, the typically developing children attained 50% peak area in the right prefrontal cortex at a mean age of 12.7 years, whereas the ADHD children didn't reach this peak until 14.6 years of age.

"As other components of cortical development are also delayed, this suggests there is a global delay in ADHD in brain regions important for the control of action and attention," said Dr. Shaw, a clinician studying ADHD at the National Institute of Mental Health and first author of this study.

"These data highlight the importance of longitudinal approaches to brain structure," commented Dr. John Krystal, Editor of Biological Psychiatry. "Seeing a lag in brain development, we now need to try to understand the causes of this developmental delay in ADHD."

Dr Shaw agrees, adding that this finding "guides us to search for genes that control the timing of brain development in the disorder, opening up new targets for treatment."

Additional work expanding these measures into adulthood will also be important. Such data would help determine whether or when a degree of normalization occurs, or if these delays translate into long-lasting cortical deficits.

sides can win when a product or service is bought and sold. Win-Win is not only obtainable, it is the ideal result. How then does it work?

Negotiation strategy always has a profound impact on business. There are four strategies; they are: Win-Win, Win-Lose, Lose-Win, and Lose-Lose.

Selecting the appropriate strategy depends upon how the parties value the Issue and the Relationship . A visual aid works well to explain this concept.

Draw a vertical line intersected by a horizontal line thus forming four quadrants. Along the top put the word "Issue". Use a plus sign (+) at the left to indicate "more" and a minus sign (-) at the right to indicate "less". Down the left had side, put the word "Relationship" with a plus sign at the top and minus sign at the bottom. These four quadrants represent the four different negotiation strategies available. The choice of negotiation strategy depends on the value we place on Issue and Relationship.

Let's begin with Win-Lose in the lower left quadrant because this is the type most frequently practiced. Many folks who profess Win-Win actually believe that all that matters is that they win. Sports competition conditions us to this conclusion because most often, there must be a winner and a loser. Can you hear the growl of the primitive instinct, "And I'm not going to be the loser!"

The appropriate time to use Win-Lose is when the Issue matters more than the Relationship. Then you want to win, and you don't care if they lose. A good example is labor negotiations. Assume that a company is losing business to overseas competitors whose labor costs are a fraction of the company's. The company has even weighed the option of locating a plant overseas to stay competitive. The Issue of competitiveness is more important to the company than the Relationship with the union. Indeed, if they do not become competitive, the Relationship will have no value because the company will be out of business and no one will be working. Win-Lose is the best strategies to pick for this type of circumstances.

Take Lose-Win next, in the upper right quadrant. This one is tough to grasp for many buyers when role playing as sellers. At purchasing seminars, I present this situation. Assume that your relationship with a good customer has grown chilly. Orders are down, communication is limited, yet you can not identify the problem. At a face to face settlement meeting, the chair you are offered across the buyer's desk is low and uncomfortable. If you sit, the sun will all but blind you. What should you do?

The most common responses from the buyers are "Remain standing", "Move the chair", and "Close the blinds". If Relationship is valued more than the Issue, the graphic above suggests that you should select Lose-Win. If you were to sit in the low, blinding chair, the customer can exercise control. By planning to lose over the Issue, you may allow the buyer to be comfortable enough to express the problem. Then, you can rectify it and preserve the Relationship. You might even increase sales as a result of your 'owning' up to your problem.

Lose-Lose, in the lower right quadrant may not seem to make sense, but in rare situations, it could. For example, suppose that you are assigned the duty of buying photography services for the company June outing. Every bona fide photographer has been booked for months for weddings, reunions, and graduations. The only photographers you can get are two college physics students, whose long-term career plans involve photographing gamma wave radiation!

This is a clear-cut demand for the Lose-Lose strategies. Who cares about the Relationship? It has no future. And as for the Issue, do you really want high-resolution photography of employees who have overindulged all day, maybe kissing the wrong spouse? To be sure, the conditions under which Lose-Lose is appropriate will be few, but it is the advisable choice in those rare instances when Issue and Relationship have little value.

Now we come to Win-Win, in the top right quadrant. Here, we recognize that one shot deals do not apply. Each party has a vested interest in the Issue and the Relationship. Think of this strategy as the basis for a marriage, a long term committed Relationship where Issues tend to have mutual importance. When the Relationship and the Issue are both important, the only appropriate strategies of negotiation is Win-Win. An example is the current trend in business to pare back the number of suppliers. The motivating force is to reduce costs and raise profits for both buyer and seller. The long-term business Relationship matters as much as the Issue of profitability. Win-Win should be the ideal strategies, and in all cases involving major customers and suppliers, should be our only choice.

Not only do we now know and appreciate just what the term Win-Win means, we also understand that other appropriate choices are available. These others, Win-Lose, Lose-Win, and Lose-Lose may be perfectly applicable, depending upon the Issue and the Relationship.

The White House has had a bust of Winston Churchill since the 1960?s. At the start of the Bush administration Prime Minister Blair lent President Bush a bust that matched the one in the White House, which was being worked on at the time and was later returned to the residence. The version lent by Prime Minister Blair was displayed by President Bush until the end of his Presidency. On January 20, 2009 ? Inauguration Day ? all of the art lent specifically for President Bush?s Oval Office was removed by the curator?s office, as is common practice at the end of every presidency. The original Churchill bust remained on display in the residence. The idea put forward by Charles Krauthammer and others that President Obama returned the Churchill bust or refused to display the bust because of antipathy towards the British is completely false and an urban legend that continues to circulate to this day?.?

It?s only been two months since wide-receiver-turned-hoofer Donald Driver claimed the coveted mirror ball trophy on ?Dancing With the Stars,? bringing a glittering end to the last season of the ballroom bash. But even though it hasn?t been a big wait, the anticipation for the upcoming season has been huge.

That?s because season 15 isn?t just another round of the same old show. It?s ?Dancing?s? long-awaited all-star season -- the one fans have hoping for and speculating about for ages.

Now that speculation is over. On Friday the returning competitors were revealed.

The ballroom alums soon set to take the dance floor again are:

  • Shawn Johnson
  • Bristol Palin
  • Pamela Anderson
  • Apolo Anton Ohno
  • Joey Fatone
  • Kelly Monaco
  • Gilles Marini
  • Emmitt Smith
  • Drew Lachey

But that?s not all! While those 12 celebs make up most of the official all-star cast, there?s one more returning soft shoe set to join them. Who?ll take spot No. 13? That?s up to ballroom fans. In a first-of-its-type twist for the show, ?Dancing? viewers are being asked to vote for the past participate of their choosing to fill the final spot. The choices include Sabrina Bryan, Carson Kressley or Kyle Massey.

Details on that twist are still to come on the official ?Dancing With the Stars? website.

Though partners have not yet been announced, executive producer Conrad Green told reporters at the Television Critics Association summer press tour on Friday that the pros will be revealed on Aug. 13. But don't expect that all the stars will get the same pro they had before.

"Obviously, when you look at the stars that are coming back, it's impossible for everybody to have the same partner, so we're currently working that out," Green said. "We're trying to pair people based upon what we think is going to make the most intriguing season and make a brilliant season."

Green also explained how the producers chose this particular group to do "All Stars." "We took the view we wanted to do the best of the best. We wanted to represent many different seasons," he said. "For us, this is almost our version of 'The Avengers.' These were the superheroes of their particular seasons, and they're back."?

Though the cast will be familiar, don't expect the show to be exactly the same. Green teased that there will be some tweaks to the ballroom bash this season. For starters, he noted that the judges will likely have to be recalibrated a bit, "otherwise, we'll be starting with 9s and 10s right out of the box." He also hinted that the show might introduce a few new things to update the competition.

The season premieres Sept. 24 at 8 p.m. on ABC. And for those of you who can't wait to see at least one these returning hopefuls on your small screen, keep your eye out for Shawn at the Olympics, where she's acting as TODAY.com's special correspondent.?

Through some highly-placed official sources, Pakistan Today came to know on Friday that a couple of days ago, the Home Department cancelled licences of 27 private security agencies.

In this respect, the Home Department directed the administration of various districts to sea offices of all the private agencies. However, the district administrations failed to implement the directives.

The sources said around 70 private security agencies were functioning in the province and 27 of them had failed in getting their licences renewed therefore on these grounds, the licences of these agencies were declared cancelled by the Home and Tribal Affairs Department.

The Khyber Pakhtunkhwa government has already initiated steps for streamlining affairs of private security agencies. It did not allow them to work with foreign directors. Similarly, the government has directed the Home and Tribal Affairs Department to compile data of all employees of the private agencies.

Vietnam's tiger farms called trafficking hubs

Nineteen tigers prowl outdoor cages the size of dormitory rooms, nibbling frayed wire fences and roaring at a caretaker who taunts them with his sandal.

It looks like a zoo, but it's closed to the public. The facility breeds tigers, but has never supplied a conservation program with any animals nor sold any to zoos.

Conservationists allege that Vietnam's 11 registered tiger farms, including this one, are fronts for a thriving illegal market in tiger parts, highly prized for purported ? if unproven ? medicinal qualities.

Nonsense, says manager Luong Thien Dan. He says the farm in southern Binh Duong province was created simply because its management has a "soft spot" for the big cats, and that it's funded privately by a beer company.

"At first we just kept them as pets, but when they started to breed, we got excited and wanted to expand their population," Dan said during a tour of the farm, about 25 miles from Ho Chi Minh City.

The illegal wildlife trade is worth an estimated $8 billion to $10 billion per year in Southeast Asia alone and includes tigers, rhinos and other lesser-known animals.

The conservationists say the loosely regulated farms are used to "launder" illegally caught wild tigers, which they say are mixed in with stocks of legitimately bred animals, and that products from their carcasses are later sold on the black market.

The conservation group WWF this week ranked Vietnam as the worst country for wildlife crime in its first such survey of how well 23 countries in Asia and Africa protect rhinos, tigers and elephants.

The Switzerland-based group focused its report released Monday on countries where the threatened animals live in the wild or are traded or consumed. Vietnam's foreign ministry did not immediately respond to a written request for comment on the WWF report.

However, the government has commented on the tiger farms, saying in a 2009 report that they are aimed at breeding tigers for "future reintroduction programs." No captive tiger has been successfully introduced to a wild population anywhere in the world.

Some proponents of wildlife farms argue that they can ease the pressure on wild populations by lessening the demand for poached animals.

But in Asia, such farms are largely unregulated and create "an avenue for trade in something that you shouldn't be trading in," said Vincent Nijman, a wildlife trade expert at Oxford Brookes University in England.

Vietnam is now being accused of becoming a key driver of an illegal trade that spans continents. Advocacy groups say the government's support for captive wildlife facilities ? especially tiger farms ? suggests that although it professes wildlife conservation, it actually is helping to drive threatened animals toward extinction.

China, which the Washington-based Brookings Institution calls the "world's largest market for illegal trade in wildlife," finished the second worst in WWF's ranking, but received praise for recent efforts to police the illegal trade in ivory and tiger products.

In 2010, Chinese authorities required the country's two largest tiger farms to place microchips in live tigers and keep track of the carcasses of animals that die.

In neighboring Vietnam, however, the prime minister's decision in 2007 to legalize tiger breeding farms on a pilot basis has "undermined" the government's wildlife enforcement efforts, the WWF wildlife crime report said.

It added that captive tigers now appear to be a "substantial proportion" of the world's illegal tiger trade. Tiger bone paste ? which some Vietnamese say is an effective pain killer ? can fetch a few hundred dollars per ounce ($1,000 per 100 grams) on the black market.

The 35-page WWF report comes on the heels of a controversy in May, when international environmental officials and wildlife advocates learned that Vietnam's agriculture ministry had proposed allowing parts of tigers that die in captivity to be made into traditional medicine on a pilot basis.

An official at the ministry, Do Quang Tung, denied critics' charges that the proposal was designed to effectively legalize trade in tiger products, and an official at Prime Minister Nguyen Tan Dung's office told the AP earlier this month that Dung had rejected the proposal.

The global population of wild tigers has dropped precipitously over the last century, from about 100,000 to fewer than 3,500. According to the wildlife advocacy group TRAFFIC, at least 200 tiger carcasses were seized from the illegal trade worldwide last year. Vietnam is one of 13 countries with wild tigers, but they number less than 50 in Vietnamese territory, according to government figures.

Wildlife advocates say Vietnam's tiger farms have high mortality rates and cannot possibly sustain their reported populations without sourcing smuggled tigers, which they say often enter the country via its mountainous border with Laos ? a country ranked the third worst offender on WWF's wildlife crime report.

According to Vietnam's Ministry of Agriculture and Rural Development, 49 of the 112 tigers living on the 11 registered tiger farms were born in captivity.

Tiger farm manager Luong Thien Dan said tigers at his farm typically die after fighting or when mothers neglect to breastfeed cubs, and that all dead tigers are cremated under supervision from local authorities.

Dan says the farm covers expenses ? raw meat runs about $7,200 to $9,600 per month ? with profits that his cousin, Ngo Duy Tan, earns as a beer keg manufacturer.? The rusty tiger cages sit on Pacific Beer Company's 75,000 square foot property, across a parking lot from silver brewing tanks and a giant pile of malt.

Farm management hopes to open an ecotourism park to showcase its tigers, but Dan said the farm's future is uncertain because it has only a temporary permit from the prime minister. Dan said he would welcome a government move to legalize the selling of tiger parts for use in traditional medicine.

"It would be good for society and for us," he said.

Velocity by Discovery is great TV for automobile enthusiasts


Gearheads, motorheads, petrolheads, car nuts, grease monkeys, etc. are all nicknames for automobile enthusiasts.? However, this group is as diverse as its many monikers.? Race fans are not always classic car buffs.? Some Formula 1 fans couldn?t care less about ALMS. Those who love restorations don?t always like customisation.? It really is a matter of different strokes for different folks.? By extension, a number of television channels try to capture that market but only two have dedicated their entire schedules to all things automotive: SPEED and Velocity.? I?d like to tell you more about the latter.? One may not ordinarily associate Discovery Channel with car culture.? However in the mid-2000?s two shows captured the attention of those who claim to have petrol in their veins.? It was the Tuesday night combination of Overhaulin? and Rides.? Now Velocity has a slew of shows including these two that should satiate any car lover?s appetite, except for World Poker Tour Season 8.? I?m not too sure what that?s doing there but whatever.? Here are some of the shows that I?ve seen, enjoyed and encourage you to check out. I first learned about West Coast Customs and its intrepid founder, Ryan Friedlinghaus from MTV?s Pimp My Ride.? The transformations were astounding even though I didn?t care for the excessive use of chrome.? On this show, which is incarnated from TLC?s Street Customs, we see how the company has grown.? This series focuses more on their corporate jobs and elite clients like Virgin, Nintendo and DC Shoes.? In addition to some really jaw-dropping work, they?ve also eliminated a good deal of the drama that occupied too much time in the previous series. ?Every job has drama.? Parts don?t always arrive on time.? A contractor started or finished their task late.? Power outages, equipment failure, a customer making last-minutes changes or requests all put the deadline in jeopardy.? Nothing irritates me more than an episode that devotes up to ten minutes for two grown dudes screaming at each other over tools, paperwork or women.? Most of that stuff seems staged and diminishes the show?s authenticity.? Still, it?s the only problem I have with the show and I enjoy it in spite of that. Hosted by Wayne Carini, viewers follow him as he buys, restores and sells classic cars at high-end auctions across the US for himself and private owners.? Every episode chronicles the entire process and usually he walks away happy.? Usually.? Carini has an easy-going style that translates well to the screen although he?s clearly not a TV personality.? He?s a shrewd businessman with great credibility in the classic car community.? I didn?t really get classic cars until I saw some fully restored and preserved beauties at the Celebration Exotic Car Festival this year.? Quite frankly, I could see myself behind the wheel of a 1967 Corvette.? I also enjoy that he?s a no-nonsense kind of guy and his cars are of the highest quality.? He talks about selling cars in the same way people talk about finding homes for rescued animals.? When I?m ready to get my Vette, I?m calling him. In this British series, quirky hosts Mike Brewer and Edd China flip cars.? Mike who?s a bit of a caricature, which makes him a quintessential salesman, brings them in.? Edd, on the other hand is more of a punky/arty/mad/brilliant chap, fixes them up for sale.? I like that Edd explains what he does so it?s almost like a how-to for jalopy car owners.? I haven?t watched a whole lot of this show but feel like every episode taught me something.? They also have that British humour which I get and that?s always fun. This is a show my Dad would absolutely love.? He sold cars for forty years and is a master negotiator, which is a big part of this show.? Ted Vernon and his statuesque wife Robin, buy, sell, trade and exchange classic cars.? They have a small crew of mechanics who repair and maintain vehicles in addition to small tutorials for the viewers.? The Vernons? larger-than-life personalities fit their way of making a living, especially when it comes to bartering.? This show is a lesson on the art of negotiation.? Even if you?re not in the market for a classic car, this is a good show to give you a look at how used car dealers operate; and that will give viewers an edge in their own vehicular purchases. Despite my well-document love of cars, I do have a growing fascination with motorcycles.? There?s a?2012 Kawasaki Ninja 1000?on my Pinterest My Future Rides board.? What?? That?s responsible pinning, people.? Anyway, I don?t always know too much about what?s happening on Caf? Racer but I watch it because I want to expand my knowledge of motorcycles.? Of course, there are colourful characters and very, very cool bikes.? At least Velocity is trying to keep all those with gas on their brains happy, including those who prefer two wheels instead of four.

It's very hard to have legitimate dialogue with foreign nations or engage in free-trade negotiations at a time when nations are busy seizing foreign assets and nationalizing oil wells, gas production, mines, and water filtration plants. Such huge capital outlays and direct foreign investment exist so that companies can turn a profit, otherwise they wouldn't bother building up those industries abroad. When those assets are stolen or taken over by another government, the diplomacy discussions take a turn for the worst. Okay so, let's talk about South America, specifically Argentina in this quick case study.

The LA Times had another piece to this puzzle recently in an article published on April 18, 2012 titled; "Argentina Moves to Take Over Oil Firm - The Bid to Nationalize YFP Outrages Spain, Where the Main Shareholder is Based," by Chris Kraul and Andres D' Alessandro.

What many people don't understand is that the socialist government of Argentina as the inflation rate there at an estimated 9.8% current, and well, any economist will tell you that such inflation is completely unsustainable. Also because of the challenges Argentina had in 2000 coupled with this recent move, all but expected by global trade analysts foreign direct investment is down by 30%, yes, right "who would have thought," is what you are probably thinking here.

Still, Argentina even with all of its previous financial and economic challenges over the last 4-decades it seems to wish to follow Hugo Chavez, Evo Morales, and Rafael Correa into the same economic ditch by seizing foreign industrial assets. You see, Venezuela, Bolivia, and Ecuador have all gotten this notion along with a few other ALBA nations that the ghost of Simon Bolivar is speaking to them and that the Western World is out to steal their resources.

The reality is that whenever a nation's government seizes foreign assets like this, immediately the production drops off so significantly that the enterprise stolen no longer makes money, but becomes a costly inefficient liability. Again, "who would have thought" other than let's say Ayn Rand? The Wall Street Journal on April 17, 2012 put it rather bluntly in an article titled; "Argentina to Seize Control of Oil Firm," by Matt Moffett and Taos Turner.

Although it didn't mention that when Venezuela failed to renew the oil leases to the US companies after promising to do so, and after significant upgrades were made in anticipation of that promise, that the Venezuelan Government showed a 35% decrease in production. This is much more typical of what happens and thus, is practically the rule, not the occasional anomaly where a government can actually run an oil enterprise efficiently enough to compete with free-enterprise - that rarely ever happens or even comes close.

What I find somewhat fascinating is that this happened or occurred during and right after the Obama Administration visited the Americas Summit Meeting in Columbia, and one might say that Socialism is on the march in South America, and also in other places here in North America - smile, I think you see what I am saying here. Interestingly enough, on a side note there was a recent executive order which would allow the US Executive Branch to take over full control of natural gas production, at their discretion.

Fairhope votes down moratorium on tattoo parlors, adult entertainment

FAIRHOPE, Alabama ? The City Council tonight laid to rest a moratorium on tattoo parlors and adult entertainment establishments, but said the controversy surrounding a tattoo studio downtown showed the need for more regulation.

Kevin Black, who set off the debate by seeking a business license for an electric arts boutique on Magnolia Avenue, has received the license following a favorable ruling from the Board of Adjustment last week.

The council voted down the proposed six-month moratorium on a vote of 3-1 with one abstention. Lonnie Mixon, Mike Ford and Rick Kingrea voted against it. Debbie Quinn voted in favor of it, while Dan Stankoski abstained, saying after the meeting that his son had represented Black.

But council members and City Administrator Gregg Mims agreed that the issue of what types of businesses should be allowed downtown needed to be clarified in planning and zoning regulations, particularly in the case of adult entertainment businesses.

Systems Thinking: A Method for Communication

We are a complex society with many interconnecting parts that contribute to global movements. ?And yet, far too often when something goes right or wrong our instinct is to assign blame or praise to a single source.? This type of fragmented thinking, I would suggest, is both shortsighted and irrelevant to our present workplace paradigm.?

Anderson and Johnson stated that systems thinking is a language that provides a method for communication about dynamic complexities and interdependencies.? Our workplaces provide an ideal context for this definition.? Workplaces are comprised of various systems of people, departments, and technologies all swirling around in the larger system with partnering and competing workplaces.? ?With such complexity present, a systems thinking lens will allow us to see how the parts are functioning alone, and perhaps more importantly, better communicate about how they are working together.?

Systems thinking is characterized by the following principles:

  • Thinking of the ?big picture? - Whatever problem is being faced is attached to a larger system.? To discover the source of the problem we have to widen our focus, and it is from that perspective we will likely find a systemic solution.?
  • Balancing short-term and long-term perspectives - The balance of short and long-term thinking will supply a sound foundation for thorough examination before any actions are taken.
  • Taking into account measurable and non-measurable factors - There are plenty of tangible data metrics in the workplace, but what do we do with all the intangible information, such as morale, levels of trust, and working relationships?? We account for it and allow it to influence our understanding alongside the tangibles.? ????
  • Recognizing the dynamic, complex, and interdependent nature of systems - A glimpse at any organizational structure will reveal systems within many other systems.? In order to make sense of such complexity we tend to oversimplify and make decisions based on those oversimplifications.? Systems thinking reminds us that once we do so, it is important to zoom back out and take into account the whole picture before making decisions.?

The appeal of systems thinking is at least twofold:? first, it provides a more holistic perspective for observation and analysis, and two; it gives greater insight into our interconnectedness and positions us to improve on how we relate to each other and other systems.? Additionally, it can help shift our thinking from an exclusive point of view (i.e. ?you are responsible for this?) to a more inclusive frame of reference (i.e. ?we are responsible for this?). ?

Taking the first step towards systems thinking is simpler than you might imagine- invite others to participate. Your workplace is a dynamic, complex system comprised of various systems of people, departments and technologies, and these are your best resources for contemplating the bigger picture. By inviting employees and different departments to communicate and share information with each other, you can begin brainstorming and making strategic decisions on how to successfully grow your business, as a whole.

Syria sends armored column to Aleppo, strikes from air

AMMAN/BEIRUT (Reuters) - Syria sent thousands of troops surging towards Aleppo in the early hours of Wednesday, where its forces have been pounding rebel fighters from the air, engulfing the country's largest city in total warfare to put down a revolt.

Recent days have seen Syria's 16-month-old uprising transformed from an insurgency in remote provinces into a battle for control of the two main cities, Aleppo and the slightly smaller capital Damascus, where fighting exploded last week.

President Bashar al-Assad's forces have launched massive counter assaults in both cities. They appear to have beaten rebels back from neighborhoods in the capital and are turning towards Aleppo, a commercial hub in the north.

Opposition activists said thousands of troops had withdrawn with their tanks and armored vehicles from the strategic Jabal al-Zawiya highlands in Idlib province near the Turkish border and were headed towards Aleppo.

Rebels attacked the rear of the troops withdrawing from the region at the villages of Orom al-Joz and rami near the main Aleppo-Latakia road and at the village of al-Bara west of the Aleppo-Damascus highway, actives Abdelrahman Bakran said from the area.

In Aleppo, helicopters swirled overhead firing missiles throughout Tuesday, residents said. Rebels were battling government forces by the gates of the historic old city. Troops fired mortars and shells at rebels armed with rifles and machineguns.

"I heard at least 20 rockets fired, I think from helicopters, and also a lot of machinegun fire," a resident near one of the areas being shelled, who asked to be identified only by his first name Omar, said by telephone.

"Almost everyone has fled in panic, even my family. I have stayed to try to stop the looters; we hear they often come after an area is shelled."

Residents said fixed-wing jets had also flown over the city, followed by loud noises, although there were contradictory reports as to whether they had fired.

Some residents said they believed the planes had dropped bombs, but others said booming sounds could have been caused by supersonic jets breaking the sound barrier. A correspondent for Britain's BBC television said the jets had fired.

Assad's forces have occasionally launched air strikes from fixed-wing jets on other cities during the uprising, but tend to rely on helicopters for air strikes in urban areas.

The 16-month-old uprising has entered a new and far more violent phase in the past 10 days since rebels poured into Damascus in large numbers.

Last Wednesday an explosion killed four members of Assad's closest circle inside a security headquarters, a blow that wiped out much of the top echelon of his military command structure and shattered the reputation for invulnerability that his family has held since his father seized power in a 1970 coup.

Western powers have been calling for Assad to be removed from power for many months, and now say they believe his days are numbered. But they fear that he will fight to the bitter end, raising the risk of sectarian warfare spreading across one of the world's most volatile regions.

Syria raised the alarm even further on Monday by confirming that it had chemical and biological weapons. In a statement that may have been intended to reassure the world but seemed to have the opposite effect, it said it would not use poison gas against rebels, only against external threats.

Assad's international protector Russia added its voice on Tuesday to those of Western countries warning him not to use chemical weapons. Western diplomats said Russia may have pressed Syria to make Monday's statement after the United States and Israel openly discussed their worries about chemical weapons.

U.S. President Barack Obama said the world would hold Assad and his entourage accountable "should they make the tragic mistake of using those (chemical) weapons".

Brigadier General Manaf Tlas, a member of Assad's inner circle who fled Syria this month, appeared on al Arabiya television in his first public comments since defecting. He called on troops to abandon the government.

"I address you... as one of the Syrian Arab Army's sons who reject the criminal behavior of this corrupt regime. The honourable people in the military would not accept these crimes," he said on al-Arabiya television.

Tlas is a member of the Sunni Muslim majority, and his defection was seen as a sign that the Sunni establishment had abandoned Assad, a member of the Alawite minority sect.

MOSQUE ATTACK

Elsewhere in the country, activists said government troops and pro-Assad militia known as shabbiha had attacked a mosque in a village northwest of the city of Hama.

"Troops and shabbiha left the roadblock on the edge of Shariaa and crossed the main road and began firing automatic rifles on the worshippers as they were entering the mosque," activist Jamil al-Hamwi said by telephone from the area.

"We have confirmed the names for 15 bodies and it is estimated there is a similar number still to be collected from the streets," said Hamwi, who uses a pseudonym for security reasons. The account, like others from activists, could not be confirmed. Syria restricts access by international journalists.

At least nine people were killed in army shelling of al-Herak, a town south of Deraa, the cradle of the revolt against more than four decades of Assad family rule, activists said.

Video posted on the Internet showed the shattered bodies of a veiled woman and six children in colorful pajamas, some of them very young. Four lay on one doctor's table.

TROOPS TIGHTEN GRIP ON CAPITAL

In Damascus, troops were trying to snuff out rebel resistance in several areas, including Barzeh, near the center, and the southern districts of Hajar al-Aswad, Asali and Qadam.

Tanks prowled the streets of Midan, a neighborhood recaptured by the army from rebels on Friday.

Assad reshuffled his security team on Tuesday, according to a Lebanese security source. He said Ali Mamlouk had been named intelligence chief in place of Hisham Bekhtyar, one of four top Assad security aides killed in last week's blast. ID:nL6E8IOETI]

Israel, which has publicly discussed military action to keep Syrian chemical arms or missiles out the hands of Assad's Lebanese militant allies Hezbollah, said there was no sign any such diversion had occurred.

"At the moment, the entire non-conventional weapons system is under the full control of the regime," a senior Israeli defense official, Amos Gilad, told Israel Radio.

The ferocity of the Syria conflict has only worsened, with 1,261 people killed since fighting intensified in Damascus on July 15, according to the British-based Syrian Observatory for Human Rights, which compiles reports from anti-Assad activists.

That made last week by far the bloodiest in an uprising in which activists say at least 18,000 people have been killed.

Civilians are suffering, with three-quarters of medical facilities in Damascus closed and displaced people sheltering in schools or parks, the U.N. refugee agency UNHCR said.

A UNHCR spokeswoman said that the number of displaced people within Syria had risen to about 1.5 million.

Now that the Supreme Court has upheld the constitutionality of the Patient Protection and Affordable Care Act (PPACA), health insurers are scrambling to reinvent themselves for a new era.? In an earlier post, I quoted Aetna CEO Mark Bertolini as saying he wants to create a business model that makes sense under the new rules and regulations.? In a recent speech Bertolini? explained, ?We need to move the system from underwriting risk to managing populations.? We want to have a different relationship with the providers, physicians and hospitals we do business with.?

Starting with Aetna, this analysis will examine the ways that insurance companies are trying to reinvent themselves for a reformed health care delivery system that often wonders why we need health insurers at all.

Early this year, Aetna decided to evolve ??from an insurance carrier to a health solutions company.? ?The head of brand and consumer marketing at Aetna stated, ??More and more, the end consumer is who we need to focus on.?? Aetna has developed Care Pass Platform, an agnostic tool that all consumers can use to aggregate and organize their fitness, medical, insurance and nutrition data. Aetna is also partnering with Medicity to provide smartphone apps for providers and iTriage to provide apps for consumers.? Aetna has conducted 57 pilot programs to test ways to decrease per-capita cost and increase the quality of the health care they deliver; the company is participating in 10 accountable care organizations (ACO) and has plans for 17 more ACO experiments.? One successful diabetes pilot in Pennsylvania resulted in acute sick days dropping by 31% with the use of case managers.? Aetna also spent $1.6 billion in 2011 to buy health care companies, including Medicity, Prodigy Health Group, Genworth Financial?s Medicare supplement business, and PayFlex Holdings. Aetna?s partnership with Northern Virginia?s Inova Health System to create a health plan where both partners will share costs and profits is perhaps the company?s most innovative experiment.? The partnership will provide incentives to encourage physicians to not over utilize tests and procedures and will also measure and reward quality of care.? Companies will get a rebate if the cost of the care of their employees is lower than expected.

A different innovative approach to responding to health care reform is Highmark?s merger with West Penn Allegheny Health System (WPAHS).? When first announced in June 2011, the idea inspired Hoover?s health care industry team to create the following headline:? ?Bizarre Pittsburgh proposal:? will Highmark ? West Penn merger work?? () ?A year later in June 2012 Moody?s rating service cited dropping patient volumes and continued operating losses at WPAHS in reaching the conclusion that the $475 million infusion of Highmark funds will not be enough to save the struggling health care system; Moody?s still rates $737 million of WPAHS debt as junk bonds. The Highmark WPAHS merger is complicated by Highmark?s unsuccessful attempt to merge with Independence Blue Cross and failed contract negotiations between Highmark and University of Pittsburg Medical Center (UPMC), the major health system in the Western Pennsylvania market that has its own insurance plan that competes with Highmark.? As if dueling advertising campaigns and lawsuits were not enough excitement, the plot thickened when Highmark fired its CEO Dr. Kenneth Melani, the architect of the merger, after he fought with his Highmark employee girl friend?s husband.? Assault charges were dropped against Melani after he successfully completed an anger management program.?

One wonders if new Highmark CEO William Winkenwereder, Jr., MD will continue to support the merger plans.

The Highmark WPAHS merger is an attempt to create ?what health-care thought leader, Clayton Christensen, in The Innovator?s Prescription, describes as an integrated, fixed-fee provider system. As such, Highmark and West Penn Allegheny are undertaking a tremendous change agenda.? () ?Other observers are watching the merger with interest because such vertical mergers have not been extensively studied or investigated.? The Western Pennsylvania region clearly needs to try something new because the status quo is not working: the largest hospitals and health insurers are engaged in a legal battle; WPAHS, the second largest hospital system, is on the brink of failure; and health care costs in Pittsburgh are substantially higher than in similar markets, relative to the quality of care.? Wellpoint, which covers about one third of the nearly 100 million Americans who receive their insurance from a Blue Cross plan has been investigated by Congress for canceling policies retroactively in order to achieve at least a $128 million profit. Wellpoint has also been criticized for having 39 executives who each make more $1 million a year and for spending $27 million on staff retreats at resorts in 2007 and 2008.?

Reform advocates point out that such overhead costs contribute to the $400 billion a year in administrative costs that would largely disappear under a single payer system. ?Wellpoint?s response to health care reform has been to spend $100 million on technology upgrades and to buy Medicaid provider Amerigroup for $4.46 billion and CareMore for $800 million.? Angela Braly, Wellpoint?s CEO said, ?First and foremost there are significant growth opportunities ahead in the Medicaid marketplace resulting from economics, demographics, budgetary issues, as well as healthcare reform. We expect Medicaid spending under managed care programs to increase by nearly $100 billion by the end of 2014.?

At least one critic has wondered about the wisdom of this purchase , based on two future possibilities: 1) if Romney becomes president and the GOP takes control of the Senate, then the Medicaid expansion in the PPACA might be overturned and 2) the Supreme Court ruling left the door open for GOP governors to refuse to participate in the Medicaid expansion.

Braly, of course, is the health insurance executive who stubbornly defended proposed 2010 premium increases in California that President Obama attacked during the debate over the passage of the PPACA. Anthem Blue Cross, a unit of WellPoint, attempted to increase premiums for individual insurance policies in California by an average of 25 percent, with some rates going up as much as 39 percent.

CIGNA has developed a new ad campaign ?Go You? that focuses on consumers for the first time. The chief communications officer at CIGNA states, ??It is a shift, it?s an important shift.??? In the past insurers addressed their advertising campaigns at wholesale business accounts, not individual consumers. To bolster this consumer strategy, CIGNA bought Kronos Optimal Health to obtain their health coaches, health education programs, and lifestyle management systems.?

CIGNA also spent $3.8 billion in cash to buy HealthSpring and its 340,000 Medicare Advantage participants in 11 states and its 800,000 member Medicare prescription division. The company is also expanding their Medicare Advantage position in Texas and Arkansas.

Humana, like Aetna and CIGNA, is concentrating on the individual health care consumer with television ads showing ?a family reunion at a summer home, complete with giggling children, cooing grandparents, bonfires, and swimming at the lake.??

In addition to the consumer oriented ad campaigns, Humana has a new program that rewards members for losing weight or quitting smoking with points that can be redeemed for hotel reservations, electronics and clothing.

On the mergers and acquisitions front, Humana has acquired Concentra, for $790 million in cash. Concentra provides occupational medicine, urgent care, physical therapy and wellness services at more than 300 medical centers in 42 states.?

The insurer has also completed the acquisition of Arcadian Management Services, a Medicare Advantage health maintenance organization

UnitedHealth Group was one of the earliest converts to evolving from a health insurance company to a health care data mining company.? As early as 2007 their subsidiary Ingenix bought The Lewin Group, a respected health policy think tank in Northern Virginia. A Lewin report in 2009 claimed to show that a public option would force 119 million Americans out of their private health plans and into the government sponsored plan. Although the Lewin report was shown to be faulty, the GOP used it to great advantage in excluding the public option from the final PPACA bill. UnitedHealth Group has also been active in exploring private sector payment and delivery system pilots. Their Patient Centered Medical Home model provides primary care providers a prospective care management fee as well as a performance incentive payment.? Their ACO pilot with Tucson Medical Center includes a spending target based on three years experience by each physician group or hospital and shared savings and bonuses are given to those that meet their goals. United Healthcare is also experimenting with bundled payment programs with oncologists in Georgia, Missouri, Ohio, Tennessee, and Texas. Whether these branding and advertising campaigns and payment and delivery system pilots will be successful is an open question.? An Edelman global survey about trust found insurers, banks, and financial service companies at the bottom of a ranking of 16 industries.? They found that corporate reputations were determined by high quality products, transparent and honest business practices, and how companies treat their employees.? They also discovered that when a company is distrusted, 57% of people will believe negative information when they hear it once or twice and only 15% of people will believe positive information. The PPACA and the health care reform movement offer tremendous retail opportunities for health insurance companies.? There may be as many 30 million Americans seeking insurance through the exchanges.? There will be about 15 million Baby Boomers who will eligible to sign up for their preferred plan, Medicare Advantage.? The Medicaid expansion could cover as many as 17 million citizens, despite the reservations of many governors.

Whether health insurance companies can overcome the mistrust that many consumers feel and whether they can truly add value to a reformed system remains to be seen.? They might want to listen to Dr. Elliott S. Fisher, the ACO guru at Dartmouth:

?Their future is going to depend on their ability to demonstrate value to patients and to employers. No one any longer questions the fact that health care is unaffordable and that the current way we are doing business isn?t working.?
