Israel under international pressure not to attack Iran alone

JERUSALEM (Reuters) - Israel is facing growing international pressure not to attack Iran unilaterally, with the United States in particular making clear its firm opposition to any such strike.

Recent rhetoric by Israeli leaders that time is running out to halt Iran's contested nuclear programme has raised concern that military action might be imminent, despite repeated calls from abroad to give sanctions and diplomacy more time to work.

The U.S. Chairman of the Joint Chiefs of Staff, General Martin Dempsey, has always cautioned against a go-it-alone approach, but he appeared to up the ante this week by saying Washington did not want to be blamed for any Israeli initiative.

"I don't want to be complicit if they (Israel) choose to do it," Dempsey was quoted as saying by Britain's Guardian newspaper on Friday, suggesting that he would view an Israeli attack as reprehensible or illegal.

He went on to repeat that although Israel could delay Iran's nuclear project, it would not destroy it. He said that unilateral action might unravel a strong international coalition that has applied progressively stiff sanctions on Iran.

"(This) could be undone if (Iran) was attacked prematurely," he was quoted as saying.

While Tehran says its nuclear programme is peaceful, Western powers believe it is trying to produce an atomic bomb. Israel, believed to have the only nuclear arsenal in the Middle East, views a nuclear-armed Iran as a threat to its existence.

Adding to the sense of urgency, the U.N. International Atomic Energy Agency said on Thursday Iran had doubled the number of uranium enrichment centrifuges in an underground bunker, showing its desire to expand its nuclear work.

CRACKS IN THE ALLIANCE

Israel's vice prime minister Moshe Yaalon said on Friday he feared Iran did not believe it faced a real military threat from the outside world because of mixed messages from foreign powers.

"We have an exchange of views, including with our friends in the United States, who in our opinion, are in part responsible for this feeling in Iran," he told Israel's 100FM radio station.

"There are many cracks in the ring closing tighter on Iran. We criticize this," he said, also singling out U.N. Secretary General Ban Ki-moon for travelling to Tehran this week.

Israeli Prime Minister Benjamin Netanyahu has said he will speak out about the dangers of Iran in an address next month to the U.N. General Assembly in New York.

He is also expected to hold talks with U.S. President Barack Obama during his visit. A senior Israeli official told Reuters this month that Netanyahu would be looking for a firm pledge of U.S. military action if Iran does not back down.

However, the meeting might well be icy.

Israel's top-selling daily Yedioth Ahronoth reported on Friday that there had been an "unprecedented" and "angry" exchange between Netanyahu and the U.S. ambassador in Tel Aviv earlier this month over Iran.

Quoting a source who was present at the meeting, Netanyahu had criticized Obama for not doing enough to tackle Iran. The U.S. ambassador Daniel Shapiro took exception and accused the prime minister of distorting Obama's position.

The prime minister's office declined to comment on the report and there was no initial response from the U.S. embassy.

Adding to the growing chorus of concern facing Netanyahu, Haaretz newspaper reported on Friday that German Chancellor Angela Merkel had delivered a "harsh message" to Netanyahu 10 days ago, telling him to hold off on any attack plans.

The German embassy in Tel Aviv declined comment.

Israeli officials have repeatedly said that a growing array of sanctions against Iran are not having any impact on the Tehran leadership and believe they will only back down in the face of a credible threat of military action.

However, Netanyahu faces an uphill task persuading his own military and inner circle of the wisdom of a unilateral strike. Political sources told Reuters on Tuesday an ultra-orthodox party in his coalition was opposed to war.

Washington Post: Texas voter ID law is blocked


Good for the Texas judges for blocking something so unamerican and unconstitutional. There is no coincidence that all but 1 state proposing these ID laws are Republican and the laws mainly affect non-Republican voters. The party is supposed to be about protecting people's constitutional rights, including the right to vote. It is disgusting that they even proposed this law and all party members should be ashamed and calling for the resignation of legislators who proposed it. How can you support the prevention or impeding of the right to vote for millions of American citizens, especially when the fraud "problem" they are trying to "solve" didn't even break 100?

Let's call it what it is: a dirty, sleazeball tactic by one party to prevent people from voting for the other party, at the sacrifice of what is supposed to be our most valued right as Americans. So much for all the rhetoric about loving America and being like the founding fathers. Actions speak louder than words, and the real Republicans need to man up and call these people out instead of continually sacrificing their integrity.

Retailers report strong gains for August

(AP) ? Americans kept spending in August despite their escalating fears about the slow economic recovery and surging gas prices.

A range of retailers from discounter Target to club-operator Costco on Thursday reported August sales that beat Wall Street estimates. The results seem to show that what Americans do and say are two different things: The strong sales reports come a day after a private research firm said consumer confidence in August fell to its lowest level since November 2011.

"It shows some resilience among shoppers. Let's face it. There are a whole series of economic headwinds that they are fighting against," said Ken Perkins, president of Retail Metrics, a research firm. "The results show that the consumer isn't dead."

A small group of merchants representing roughly 13 percent of the $2.4 trillion U.S. retail industry report monthly revenue at stores open at least a year, a key measure since it excludes results from locations that open and close during the year. The figures offer a snapshot of consumer spending, which accounts for more than 70 percent of economic activity.

August's results are particularly important because they offer insight into the back-to-school season ? the second most important selling period behind the winter holidays ? which runs from mid-July through mid-September. Retailers and economists often use the results from back-to-school as a litmus test of how shoppers will behave during the biggest shopping period of the year in November and December.

The gains are an encouraging sign for retailers at a time when consumers are becoming impatient with the slowly improving economy. The New York-based Conference Board's Consumer Confidence Index fell to 60.6, down from a revised 65.4 in July. Economists had expected a reading of 66. The index now stands at the lowest point since November 2011 when the reading was at 55.2, and still far below the 90-reading that indicates a healthy economy.

Several factors may have dampened consumers' moods. Gas prices, which had fell sharply from a peak of $3.94 in April, have begun rising again in the last few weeks. And the jobs and housing markets are showing only modest signs of improvement.

Home prices rose 0.5 percent in June from the same month last year, the first year-over-year increase since the summer of 2010, according to The Standard & Poor's/Case-Shiller home price index that was released Tuesday. And on the job market front, employers added 163,000 jobs in July, the most since February. But that's not enough to keep up with a rising population, and the unemployment rate increased to 8.3 percent from 8.2 percent in June.

Despite their concerns, retailers' sales results show that Americans are spending. Costco Wholesale Corp.'s revenue from stores open at least a year climbed 6 percent, beating the 4.5 percent rise analysts surveyed by Thomson Reuters had anticipated. And Target Corp. reported a 4.2 percent increase in revenue at stores opened at least a year. That was better than the 3.1 percent increase that analysts had expected.

"Sales were stronger in the second half of the month, as guests responded to Target's broad assortment and compelling value for their back-to-school and back-to-college shopping,"

Not every retailer fared well, though. Struggling teen clothing seller Wet Seal Inc. said Thursday that its revenue in stores open at least one year fell 18.3 percent in August as it revamped its clothing offerings. Analysts had expected a 17 percent drop.

?National Council of Churches in Pakistan It is with great shock and disbelief that we received the news about Rimsha, a Christian girl with Down syndrome, in Pakistan, who may be punished by death after she was seen holding burning pages of the Quran. We are also dismayed that she has been arrested under the blasphemy law in Pakistan, which states that defaming Islam is a capital offence. The news reached us during the Asian Church Leaders Theological Conference, convened by the CCA, at Hsinchu city in Taipei from 22 - 27 August 2012. All the 56 participants are equally distressed about this news, have prayed with deep concern and convey feelings of solidarity to all the Christians in Pakistan. It is unfortunate that this incident has been blown out of proportion by the public who have not taken the time or the effort to consider the vulnerability and innocence of this helpless girl who is now in a state of shock and to make matters worse is separated from her parents who are also under protective custody, fearing the anger of the public. We also view with concern the religious tensions that have forced Christians to temporarily flee Mehrabad, the Islamabad neighborhood where Rimsha resides, and the disruption it has caused in the lives of people. While expressing our solidarity with the churches in Pakistan and those who are always under the threat of the law that hangs over them as a Damocles? sword, we hope and pray for a review of this draconian Blasphemy law that does not take into account the helplessness of differently-abled children who are defenseless and unaware of any act of theirs. We would urge the Church and Civil society to call for a revision of not only the Blasphemy law but all such laws that discriminate and punish people on the basis of religion and gender, so that democratic institutions remain just and fair and can function without fear or favor. (AP) ? Democrats controlling the Senate pressed Monday for an immediate infusion of money to repair the iconic dome of the U.S. Capitol, which has fallen into disrepair and has at least 1,300 cracks in it.

Sen. Charles Schumer, D-N.Y., says $61 million to fix the leaky Capitol Dome should be added to an upcoming stopgap spending bill to keep the government running into next year. That measure generally won't contain money for new initiatives and will instead freeze spending at current levels for almost every government program.

Schumer's statement came in a letter to House Speaker John Boehner, R-Ohio. Boehner and Senate Majority Leader Harry Reid, D-Nev., are negotiating through staff aides on the stopgap funding measure, which is needed to avert a partial shutdown of the government when the current budget year ends on Sept. 30.

Schumer says it would be a "national embarrassment" for the dome to continue to decay and that the money is needed to patch leaks that threaten its fresco and prevent passersby from being hit by ornamental fixtures that have been loosened by the elements.

"There is a time and a place to debate federal spending and the proper role of government, but most Americans believe that when your house has a leaky roof, you pay to fix the roof," Schumer said. "Postponing these repairs by another six months will only increase the project's price tag down the road."

Boehner spokesman Kevin Smith responded: "The Speaker is confident we can work together to fix the Capitol Dome without more political posturing from Senator Schumer."

The project would ordinarily be funded in the annual $4 billion-plus spending bill that sets Capitol Hill's budget. But the House-passed measure doesn't include funding for the project, while the Senate measure, which does contain the money, hasn't been called up for a vote.

Isaac set to hit Haiti; alert issued for south Florida

Those considered most vulnerable were urged to move into an evacuation camp housed in a school building, but others with nowhere else to go were digging trenches to avoid the water. Haiti's population remains especially vulnerable due to the country's sprawling shanty towns. NBC's Mark Potter reports.

Updated at 5:45 p.m. ET: Tropical Storm Isaac built up strength Friday as it headed towards landfall in Haiti overnight, while a tropical storm watch was issued for the Florida Keys and other parts of southern Florida.

With sustained winds now at 65 mph, up from 50 mph Friday morning, Isaac could pass near Florida's Gulf Coast early Monday just as the Republican National Convention is scheduled to start in Tampa.?

Winds at tropical storm strength extend 185 miles out from Isaac's center, the U.S. National Hurricane Center said in an afternoon advisory, making it a very wide storm.

On exiting Haiti, Isaac's center should cross Cuba on Saturday, and then pass south of the Florida Keys before making landfall as a Category 1 hurricane overnight Tuesday somewhere between New Orleans and Tallahassee, NBC meteorologist Al Roker said Friday on TODAY. Warm waters in the Gulf of Mexico will be "energy for the storm" as it makes its way across the gulf, he added.


In related developments Friday:

  • The U.S. embassy in Haiti sent an e-mail to American citizens in the country warning that flights into and out of Port-au-Prince have been suspended due to Isaac.
  • Oil and gas producers in the Gulf of Mexico started preparing as Isaac's track looked to skirt the heart of the U.S. offshore energy producing zone. BP?said it would shut down its giant Thunder Horse platform, the world's largest. Royal Dutch Shell, Chevron and Apache Corp. said they would evacuate some workers from their Gulf platforms with no production impacts. Other offshore drillers were likely to shut production in coming days as the storm approaches.
  • The U.S. military moved 22 F-16s from?Homestead Air Reserve Base in Florida to Fort Worth, Texas. Three F-15s from the base are on alert to move to Jacksonville if necessary.

South Florida could see a few twisters and heavy rain -- some 5-10 inches Sunday and into Monday, weather.com experts said in an online chat with readers Friday.

Florida has not been hit by a major hurricane since 2005 and officials are concerned that residents there have become complacent.

Aid workers prep Haiti's tent city residents for Isaac's onlsaught

"I think it's a challenge of getting people to understand their risk and make sure they?ve got a plan," said Craig Fugate, administrator of the Federal Emergency Management Agency.

With more than 19 million people living across the Sunshine State, Fugate wants every Florida resident to have enough supplies to last 72 hours and to know when to evacuate.

"I think the most dangerous thing is when people keep waiting to see what the next forecast is even if they?re in an evacuation zone. They say, 'Oh, it?s just a Category 1 storm or a minimum hurricane.' We?ve seen significant impacts from tropical storm force winds and rain," Fugate added.

In the Florida Keys, where there are few routes available for evacuation -- U.S. 1, Key West International Airport, and the Florida Keys Marathon Airport -- Mayor Craig Cates said his biggest concern was the storm's timing. Cates said he would need at least 36 hours to begin evacuations of tourists and residents.

"If it (Isaac) comes straight on to Key West, we?re worried about the damage that could happen in Key West. If it goes further up the Keys, it could damage power lines and we could get affected," Cates said. "Even if it hits further up the state, we have got to be prepared with our generators and our supplies. Being on an island, we understand that."

Forecasters with The Weather Channel think the evacuation decisions could come quickly. It is anticipated that watches will be issued for South Florida and the Keys by Friday night. In the event of an evacuation, Cates told The Weather Channel that tourists would leave first, followed by special needs citizens.?

Florida Gov. Rick Scott said?state officials are working with convention organizers, who will ultimately make the call on a delay or cancellation of the event.

State officials?announced Thursday that they will wait to make decisions about moving supplies until after Isaac passes Cuba. FEMA has already placed food and generators in Jacksonville. ?

Isaac is forecast to remain a tropical storm after crossing the Dominican Republic and Haiti and then passing over Cuba into the Florida Straits.

Tampa officials have not ruled out the possibility of postponing the GOP Convention if the storm poses a public safety risk. NBC's Kerry Sanders reports.

The National Hurricane Center?warned it was "important not to focus on the exact track because of forecast uncertainties and the fact that Isaac has a large area of tropical storm force winds."

Isaac was expected to dump between 8 and 12 inches of rain over parts of Haiti and the Dominican Republic, and up to 20 inches in a few areas. That poses a significant threat to Haiti, which is highly prone to flooding and mudslides because of its near-total deforestation.

Haiti, the poorest country in the Americas, still has about 350,000 people living in tents or makeshift shelters more than 2-1/2 years after a devastating earthquake that took more than a quarter of a million lives.

With nearly 400,000 people still living in evacuation tents, a hurricane or even a tropical storm could lead to deaths and more damage to the already fragile country. NBC's Mark Potter reports.

Red Cross workers toured crowded tent camps of Haitians left homeless by the 2010 quake to warn about Isaac.

Authorities in the Dominican Republic evacuated people living on the banks of rivers, streams and areas vulnerable to landslides in preparation for the approach of Isaac, whose effects were beginning to be felt with showers in the south of the country.

(AP) ? Cuba's system of free medical care, long considered a birthright by its citizens and trumpeted as one of the communist government's great successes, is not immune to cutbacks under Raul Castro's drive for efficiency.

The health sector has already endured millions of dollars in budget cuts and tens of thousands of layoffs, and it became clear this month that Castro is looking for more ways to save when the newspaper voice of the Communist Party, Granma, published daily details for two weeks on how much the government spends on everything from anesthetics and acupuncture to orthodontics and organ transplants.

It's part of a wider media campaign that seems geared to discourage frivolous use of medical services, to explain or blunt fears of a drop-off in care and to remind Cubans to be grateful that health care is still free despite persistent economic woes. But it's also raising the eyebrows of outside analysts, who predict further cuts or significant changes to what has been a pillar of the socialist system implanted after the 1959 revolution.

"Very often the media has been a leading indicator of where the economic reforms are going," said Phil Peters, a longtime Cuba observer at the Lexington Institute think tank. "My guess is that there's some kind of policy statement to follow, because that's been the pattern."

The theme of the Granma pieces, posters in clinics and ads on state TV is the same: "Your health care is free, but how much does it cost?"

The answer is, not much by outside standards, but quite a bit for Cuba, which spends $190 million a year paying for its citizens' medical bills.

Based on the official exchange rate, the government spends $2 each time a Cuban visits a family doctor, $4.14 for each X-ray and $6,827 for a heart transplant.

It's not a luxury service though. Scarcities now are common and sanitary conditions fall short of the ideal in decaying facilities where paint peels from the walls. Patients often bring their own bed sheets, electric fans, food and water for hospital stays.

One Havana-based clinical physician applauded the campaign, saying it targets a pervasive problem: Conditioned to think about health as an inalienable right, many Cubans rush to the hospital whenever they come down with a cough or the sniffles, demand expensive tests before they've even been examined and sometimes get aggressive if doctors refuse.

"Respect for doctors has entirely been lost," he said. "Some will indulge a patient for fear of how they might react."

The physician spoke on condition of anonymity because he was not authorized to discuss health care with a foreign journalist. Interview requests were not granted by the Health Ministry, though a spokeswoman said in a brief email response that the costs in Granma were the result of careful study.

The fact that the figures were published at all suggests a sea change in conceptions about health care, said Nancy Burke, director of the Cuba Program in Health Diplomacy at the University of California, San Francisco.

"It's interesting that the health care system, which has always been touted as a basic human right, is now being put into market terms," said Burke, a medical anthropologist who makes yearly research trips to Cuba. "That says so much about Raul's market reforms and the ideology ... informing that. It's a real shift, a major shift in the way of thinking about health care."

She noted that the island's doctors are increasingly cash cows for Cuba as it sends them abroad to treat the poor in countries such as Venezuela. The international missions fulfill a humanitarian purpose but also offset a significant share of the $28.5 billion in cash and subsidized oil that the South American nation has sent Cuba since 2005, according to Venezuelan opposition lawmaker Julio Borges, who says he uses public records to track the figure.

To cut costs in Cuba, state media have urged doctors to use their "clinical eye" before ordering pricey lab tests, and target the practice of people stockpiling medicine to carry them through shortages.

In one TV spot, a woman visits a doctor and requests a long list of pills. Asked why she needs so many, she replies: "Oh, doctor, it's for my personal stash."

"I stop cold when I see that, not knowing whether to laugh or cry," blogger Greter Torres Vazquez wrote on a Cuban youth-issues website. "Maybe they've never had the experience of going to the pharmacy and asking for medicine that their aunt, their grandmother, their mother needs urgently, only for the worker to say 'Sorry, we ran out five minutes ago.'"

Some seized on the campaign to complain about corruption in hospitals.

"They should also publish the miserable salary that doctors get paid; that's an embarrassment," said Maria Soto, a 62-year-old Havana resident. "And it's serious, because it leads to the problems everyone knows about: You get bad service or, even worse, they charge you under the table."

Cuban authorities continuously brag about keeping health care free and universal despite its lightweight economy and the 50-year-old U.S. embargo.

Experts credit the government's emphasis on prevention and doctor-patient relationships for life expectancy and infant mortality rates that are on par with those of wealthy nations. Medical schools churn out huge graduating classes; every last one of Cuba's 11 million citizens is supposed to get a house call at least once a year.

Charging for care would be a dramatic and unlikely about-face, but with 15 percent of the budget devoted to health, Havana sees no choice but to make the system more efficient wherever it can.

After steadily rising over five decades to hit $206 million in 2009, health spending has dropped, slipping to $190 million last year, according to government figures. Officials hint at more cuts to come.

These days, authorities rail against "irrational expenses" and have slashed more than 50,000 less-skilled health-sector jobs, singling out overstaffed clinics and ambulances with multiple drivers.

Some Cubans say hospital wait times seem to be on the rise and medicine, equipment and soap are increasingly in short supply.

The clinical doctor consulted by the AP said neither scarcity nor complaints have worsened, though doctors still suffer heavy case loads and low pay, about $25 a month.

Cuba is walking a delicate line on health: Too much change could be seen in some camps as a betrayal of the socialist contract. Too little may not ease the burden on a strained economy, said Sergio Diaz-Briquets, a U.S.-based demographer and author of "The Health Revolution in Cuba.

"It is maybe a universal phenomenon that health care systems are expensive," he said, "but Cuba perhaps cannot afford to have the kind of services that they claim to have had in the past."

Australia fighter jets first to get hi-tech U.S. jammers

CANBERRA (Reuters) - Australia will upgrade half of its frontline warplanes with sophisticated American jammers to become the first nation outside of the United States to use the system, the country's defense minister said on Thursday.

Australia is a close U.S. ally and last year agreed to host 2,500 U.S. Marines in the northern city of Darwin under President Barack Obama's "pivot" to the Asia-Pacific.

Twelve of Australia's Boeing-built F/A-18 Super Hornets will be converted to so-called Growlers, giving them the capability to use the same technology that paralyzed communications and missile systems in the NATO air campaign in Libya last year.

The upgrade will cost around A$1.5 billion ($1.57 billion), with the first Growlers to be operating from 2018.

"In my view it's probably one of the most, well the biggest strategic increase in the ADF's capability since we ordered the F-111 (in the late 1960s)," air force chief Air Marshal Geoff Brown told reporters. ADF is an acronym for the Australian Defence Force.

U.S. carrier-based Growlers are a specialized version of the two-seat F/A-18F Super Hornet, with the electronic warfare capability provided mainly by Northrop Grumman.

The aircraft, first used in combat to help enforce the United Nations no-fly zone over Libya, provide escort and offensive jamming during air attack missions.

The deployment of U.S> Marines to northern Australia has sparked concern in China, where officials have questioned whether it is part of a larger U.S. strategy aimed at encircling it and thwarting the country's rise as a global power.

Prince Harry challenges USA's Lochte in swim race

LAS VEGAS (AP) ? The London games may be over, but Britain's Prince Harry isn't letting Team USA get away with the swimming gold that easily.

The royal challenged Ryan Lochte during the American swimming champion's 28th birthday party Monday at a Las Vegas pool.

Las Vegas Sun columnist Robin Leach reports the prince stripped down to his jeans and gestured for others to clear the way for the contest at the XS nightclub pool at the Wynn resort.

As predicted, the 11-time Olympic medalist won.

The race wasn't the prince's only paparazzi-worthy moment during a wild weekend partying in Las Vegas. Photos leaked online show the redhead naked and cozied up to an unidentified woman during a game of strip billiards in a hotel suite.

Sony to cut 1,000 jobs at mobile phone business

After taking full control of its mobile phone joint venture with Sweden's Telefon AB L.M. Ericsson earlier this year, Sony Corp. said Thursday it plans to cut about 15% of the business's workforce, or about 1,000 jobs, to reduce costs and accelerate its push into the growing smartphone market.

The importance of smartphones can't be underestimated for Sony. Not only is demand growing at a breakneck pace, the versatile devices are starting to eat into markets for products such as music players, digital cameras and portable game machines.

As Sony's mobile business has struggled to eke out a profit in the last two years, the company squandered an opportunity and has ceded the lion's share of the booming smartphone market to Apple Inc. and Samsung Electronics Co.

According to research firm Strategy Analytics, Sony had about 4% of the global market for smartphones in the first quarter of 2012, compared to Samsung's 31% and Apple's 24%.

The Japanese electronics manufacturer sees the sector as a pillar of its turnaround plan under new Chief Executive Kazuo Hirai. In February, the firm paid 1.05 billion euros to Telefon AB L.M. Ericsson to take full control of the 50-50 joint venture in order to increase its focus on smartphones.

"(A) more focused and efficient operational structure will help to reduce Sony Mobile's costs, enhance time to market efficiency and bring the business back to a place of strength," Kunimasa Suzuki, president and CEO of Sony Mobile, said in a statement.

Under the latest restructuring, Sony said it will move the headquarters of its mobile phone arm to Tokyo from Lund, Sweden, where the Sony Ericsson venture had its offices. As part of the transition, Sony said it filed a notice with the Swedish authorities that it expects to cut about 650 jobs and dismiss 350 consultants in the country.

The job cuts will take place over next two fiscal years through March 2014. Sony said it is evaluating the financial impact of the lay-offs on its result, but it does not currently see any material impact.
